How Can You Stop A Student From Changing Their Grading Basis During The Enrollment Process?

Symptoms
Even when the enrollment security table is set to 000 (no access) for Grade Basis Change, students are able to select/chnage their grade basis at time of enrollment.
The issue can be reproduced at will with the following steps:
1. Set up enrollment security to no access on Set Up SACR->Security->Secure Student Admin->SetUp-> Enrollment Security Table
2 Locate course that has option to select a grading basis
3. Log in as Student and navigate to Manage Classes ->Search and Enroll Classes
4. Try to enroll in class, note on step 2 of select a class the grading basis field becomes available and student can select from it.
