Re-running the Deduction Extract is Pulling Lines Already Sent to AP

We just contracted with an HSA vendor who does not allow suspense accounts. As a result, we have to turn employees on the voucher off if they haven't completed their account setup.

It was my understanding that when we are ready to turn the employees back on, we only had to re-run the extract process; however, when we re-ran the extract process, everyone already sent on the original voucher was on the new voucher with Sent to AP checked. It should only have those rows that we previously deselected to not send to AP.

The issue can be reproduced with the following steps:
1. Run the non-tax deductions for Commitment Accounting for one Vendor - Payroll for North America>Payroll Distribution>Accounts Payable Information>CA Non-Tax Deductions Extract
2. Go to AP Extract Lines for the Vendor you ran the extract - Payroll for North America>Payroll Distribution>Accounts Payable Information>Review AP Extract-Lines
3. Deselect an employee that you do not want to send to AP
4. Run the AP Voucher Post - Payroll for North America>Payroll Distribution>Accounts Payable Information>Send Vouchers to AP
5. Verify on the Review Paycheck Deductions that the AP Extract is blank for the employee that did not get sent - Payroll for North America>Payroll Processing USA>Produce Payroll>Review Paycheck
6. Run the non-tax deductions for Commitment Accounting for the same vendor again - Payroll for North America>Payroll Distribution>Accounts Payable Information>CA Non-Tax Deductions Extract
7. Verify the AP Extract Lines for the Vendor that it still shows the employees that was already sent to AP - Payroll for North America>Payroll Distribution>Accounts Payable Information>Review AP Extract-Lines
