SFP: Plan Change PLNC SAFI Updates Program Status to Graduated in SFP

On : 9.2 version, Campus Solutions - All
When a student changes their Plan in Campus solutions the Change of Plan is creating a status of "Graduated" for the initial plan in SFP.
The students existing program/plan should be updated in SFP to the new program/plan. The initial program/plan should not be set to 'Graduated'.
The issue can be reproduced at will with the following steps:
1. Add a new effective dated row to the students Academic program plan stack at
Records and Enrollment > Career and Program Information > Student Program/Plan
with an action of plan change (PLNC).
2. Use Campus Community > Student Fin Planning Interface > Process SFP Messages
and send the Student Academic and Fin Info message (SAFI) to SFP of the plan change.
3. Open Campus Community > Student Fin Planning Interface > SFP Student Program/Plan page
to see the initial plan marked "Graduated".
