E-PRCS Process Monitor Run Status 'Assigned' is Not Translated When Using 'Select a Language' Login Option Other Than English

Symptoms
When logging into PeopleSoft using a different language, other than English, the 'Run Status' in Process Monitor Page is not being translated when the process reaches 'Assigned' status.
The issue can be reproduced at will with the following steps:
1. Navigate to the PeopleSoft Login Page.
2. Choose a language from 'Select a Language' option other than 'English'.
3. Log into Peoplesoft.
4. Navigate to People Tools > Process Scheduler > Process Monitor.
5. Observe the Run Status of the Process Scheduler is being displayed in English - 'Assigned'.
