Symptoms
Employees ePerformance document doesn't load when using Screen Reader Mode when the document is in Define Criteria step.
The following message is displayed and the user cannot access the sections of the ePerformance document.
Steps to reproduce the issue:

1.) Manager creates performance document for employee
Navigate to Manager Self Service > Team Performance Tile > Create review for employee
2.) Manager completes Establish Criteria step and approves the document.
3.) Employee clicks on document using Performance Tile in screen reader mode.
Navigate to Employee Self Service > Performance Tile > My current documents
