Symptoms

When attempting to boot the Process Scheduler domain the following error occurs in the log <PS_CFG_HOME>/appserv/prcs/<DomainName>/LOGS/MSTRSCHDLR_xxxx.LOG.

ERROR

PSMSTPRC.9792 (0)  - - - (3) File: SQL Access ManagerSQL error. Stmt #: 2 Error Position: 0 Return: 12170 - ORA-12170: TNS:Connect timeout occurred
PSMSTPRC.9792 (0)  - - - (0) Server failed to start
