Symptoms

On : Campus Solutions 9.2 
When attempting to upgrade from pum 11 to Pum 27 the follow error occurs:

The issue can be reproduced at will with the following steps:
1. Install Pum 27 via Change Assistant.

2. Run the app engine upgrade script  included in Pum 27 and see the error in the monitor.
