After Running External Award Load to Cancel Pell Item Types, Manage External Award Shows Some Rows in Status Adjusted Instead of Processed and Error Code 9239 (Doc ID 2932435.1)

Symptoms

When using the external awards process to cancel a batch of Pell item types, some of the awards end up only adjusted (reduced) instead of canceled. The rows on the Manage External Award Data component show the adjusted statuses and 9239 in the Error Code column. Clicking the link in the Error Code shows the full message associated with the code:

This edit would make sense if the item type was actually being reduced below the awarded amount, however validation edits are not expected to prevent any item types from being completely reduced to 0.

The issue can be reproduced at will with the following steps:

  1. Navigate to Financial Aid > Awards > External Awards > Load External Awards > Load External Awards and run the process.
  2. Review one of the pages that shows the results, such as Financial Aid > Awards > External Awards > Manage External Award Data > Manage External Award Data. Search for the transaction(s) corresponding to Pell item types canceled. 
  3. Identify rows with a status of Adjusted and Error Code 9239
