Federal Rule Set and Non Standard Federal Prorated EFC Values are Not Populated on Need Summary on Records With FM EFC Having Calculated in Aid Year 2023-2024

Symptoms
For Aid Year 2024, on the need summary page for some students, in the Federal column the Federal Rule Set is blank on both Award Period rows, and the EFC is only showing populated for the Academic Award Period and not the Non-Standard.
As these are students who have (presumably) had the Federal Methodology (FM) EFC calculated, it's expected the Federal Rule Set field should show the rule set that was used in the calculation, and there should be a prorated EFC calculated in the Non Standard period if set to do so in the Global and Federal Options setup or the FM Extensions page. With these values not populated, there is doubt on whether the EFC calculation is actually working properly.
The issue can be reproduced at will with the following steps:
- Navigate to Financial Aid > Federal Application Data > Correct 2023-2024 ISIR records.
- Click 'Need Summary' link.
- In the Federal column on the left side, note the Federal Rule Set field is blank, and the EFC is populated on the Academic row but not Non Standard.
