Supplier change request is stuck in pending approval when it pushed back to requester two times requesting more information

The issue can be reproduced at will with the following steps:

1. Navigate to : Suppliers > Supplier Change Request > Initiate Supplier Change and create a new change request.
2. Sign in as approver and navigate to: Suppliers > Supplier Change Request > Change Request Approval. Request for Information for the first time.
3. As requester sign in and navigate to : Suppliers > Supplier Change Request > Initiate Supplier Change and edit the request and resubmit.
4. Sign in as approver and navigate to: Suppliers > Supplier Change Request > Change Request Approval. Request for Information for the second time.
5. SCR remains in pending approval in approval queue, and it is not available for submitter to re-submit.
