HCM 9.2: Error On Delete Draft Remote Worker Request: "Class HR_RW_SECURITY.Utilities Was Not Found" (Doc ID 2934133.1)

Symptoms

When the Administrator is trying to delete a Remote Worker Request in Draft Status submitted by a Former Manager, the following Error occurs

Steps to replicate the issue:
1. Logged in as the Manager and save the Remote Worker as Draft
MSS Fluid Homepage > Remote Worker Tile : Select and Employee and click on Add Request
Do not submit the Request so it will remain in Draft Status
2. Login as the Administrator and terminate the Manager who initiated the Remote Worker Request
Workforce Administrator fluid Homepage > Mange Job : Create a Job Action with Action Termination
3. As an Administrator navigate to Remote Worker Tile, identify the Remote Worker Request in Draft status and try to delete it
The above Error message is triggered

 Issue encountered after applying the Enhancement <Bug 34751887> - ENH: ADDED THE ABILITY FOR ADMINISTRATORS TO DELETE REMOTE WORKER REQUESTS.
