Enrollment Cancellation Process Does Not Run To Completion (Doc ID 2935790.1)

Symptoms

When the Enrollment Cancellation process is being run in report mode or not, runs for an excessive length of time.  The process either fails, or has to be cancelled due to the excessive amount of time it is being processed.  No errors are reported from running the batch.

The issue can be reproduced at will with the following steps:

  1.  Navigate to Student Financials, Tuition and Fees, Cancellation, Cancel Enrollment;
  2.  Select a run control;
  3.  Populate the run control as required;
  4.  Submit the process to the process scheduler;
