Is PRP 35002025 Still Required if Only Selectively Adopting Some Fixes From Image 28 and/or not Applying Fix for Bug 33382211? (Doc ID 2936463.1)

Goal

There is published information that Patch 35002025: RTI AND CLASS INDEX MANAGER BUILD UPDATES is required after applying CS 9.2 PUM Image 28.

Is that still the case when only selectively adopting a subset of fixes from Image 28 that does *not* include the fix for Bug 33382211? For example, one institution who asked the question was only initially applying the Financial Aid fixes from Image 28.
