Symptoms
Allocation Step with Allocation Type = 'Arithmetic Operation', and on Basis tab, Zero Basis = 'Calc. No Rows as Zero' errors at save.
Error:
At least one Group By field must be specified for Arithmetic Operation type of Allocation. (5060,79)
For Arithmetic Operation type of Allocations to Add or Subtract between Pool and Basis, when the Zero Basis option is "Calc. No rows as Zero",
at least one Target or Offset field should be a Group By field to associate between Pool and Basis data.

Steps to replicate:
1. Navigate to Allocations > Define and Perform Allocations > Define Allocation Step.
2. Set Allocation Type = Arithmetic Operation, set all required fields.
Under Basis tab, set Zero Basis to ‘Calc. No Rows as Zero’.
3. Save.
