Waiver of GST Charge Calculated From A Course List Fee Does Not Apply As Expected When Charges Are Initially Paid With a Lower Priority Credit Item Type (Doc ID 2936811.1)

Symptoms

Course List Fees are used to calculate student's tuition.  The Course List Fee charge also posts GST (Goods and Services Tax) or VAT (Value Added Tax).  A waiver is assigned to the Course List Fees via a Waiver Group.  The waiver code is configured to waive a percent of the course list fee charge, and a percent of the associated GST, and is set up to Increase the Waiver for Tax.   If the Waiver is granted prior to a personal payment being applied to the charges, the waivers are applied correctly to the course list fee charge and to the associated GST charge.

If a personal payment item type applies to the course list charge and GST charge prior to the waiver being granted, the waiver item types apply to one of the course list fees.  It is expected the waiver for each course list fee, and the waiver for each GST charge will apply to the respective charge.  In addition, each subsequent tuition calculation of the student account will double the amounts of one of the GST waiver.  Examination of the ITEM_LINE_SF data indicates one of the course list fee waivers is reversed and re-posted.

The personal payment item type is a lower priority than the waiver item type priority.


The issue can be reproduced at will with the following steps:

  1. Navigate to Student Financials, Tuition and Fees, Tuition Calculation;
  2. Select a student enrolled in classes where course list fees will be calculated;
  3. Click the Calculate Tuition and Fees button;
  4. Navigate to Student Financials, Charges and Payments, Post Student Payment;
  5. Select the student;
  6. Post a Payment item type for the total amount of the student charges;
  7. Grant the student the waiver to the Course List Fees and GST;
  8. Navigate to Student Financials, Tuition and Fees, Tuition Calculation;
  9. Select the student;
  10. Click the Calculate Tuition and Fees button;
  11. Navigate to Student Financials, View Customer Accounts;
  12. Select the student;
  13. Drill down on the GST waiver and note the amount has doubled.
