Symptoms
Getting below error when trying to Submit the Payment request for approval after upgrading to PeopleTools 8.59.13
Steps:
The issue can be reproduced at will with the following steps:
1. Go to Employee Self Service > Payment Request Center
2. Create and Submit Payment request for approval

Upgrade the Environment to PeopleTools Release 8.59.13
