ELM: Learners are Not Receiving PeopleSoft Notification Alerts after Being Waitlisted for a Class

Symptoms
Learners are not receiving PeopleSoft notification alerts after being waitlisted for a class.
The issue can be reproduced at will with the following steps:
1. Create a new active class for testing.
a. Enterprise Learning > Catalog > Maintain Classes
b. Enforce enrollment limit.
c. Max Enrollment = 1
d. Enable Waitlist.
e. Waitlist Capacity/Waitlist Total =1
2. Navigate to Administer Class Rosters page.
a. Select created class.
b. Enroll Learner #1 into class. Save changes.
c. Confirm Learner #1 active enrollment.
d. Enroll Learner #2 into class. Save changes.
e. Confirm Learner #2 Waitlist class status.
f. Exit back into the Search page, search for class again to confirm that there are 0 Available seats and 0 Available Waitlist for the class.
3. Sign into Learner #1 to confirm enrollment notification.
a. Confirm enrollment notification at notification bell on homepage.
b. Navigate to My Learning tile to confirm that this class is in the learner’s list.
4. Sign into Learner #2 to confirm enrollment/Waitlist notification.
a. Confirm enrollment/waitlist notification at notification bell on homepage.
No waitlist notifications received by learner.
b. Navigate to My Learning tile to confirm that the class is in the learner’s list.
Notice Class is in My Learning with learner’s status: Waitlisted, however, PeopleSoft notification alerts icon (bell) is not highlighted/linked.
