The Expedite Requisitions process (PV_PO_CREATE) is creating system generated Run Controls (e.g., run controls like 'PV_EXP%'). The system generated run control is being inserted each time into to table PRCSRUNCNTL.

The issue can be reproduced at will with the following steps:
1. Navigate to Expedite Requisitions (eProcurement-->Buyer Center-->Expedite Requisitions)
2. Search for a Requisition
3. Click on Run Process
4. Now run the Expedite Process again
5. Do a look-up for run control.
6. The system will list all of the auto-generated run controls for the Expedite Requisition
