Symptoms
PS_GVT_COUNTY_TBL not populated with delivered System Data.
The issue can be reproduced at will with the following steps:
1. Log in as an Administrator
2. Navigate to the Set Up HCM > Product Related > Workforce Administration > Workforce Data USF >Define US County table
3. click Search button, no results returned
