ETL9.2: Rerunning Mass Time Cause Blank Pending Transaction In Action Center For Reported Time which when opened throws 'Invalid parameter 1 for function CreateRecord' error

Symptoms
When Mass Time is entered for same date/date range and same employee Multiple times, 1st run has a valid transaction Pending for approval in Manager's Pending approval page. All consecutive runs inserts a blank row which when tried to open, throws below error.
Invalid parameter 1 for function CreateRecord.

The specified parameter is not correct for the function. It may be the wrong type of parameter (string, number, record.field, etc) or an invalid value in this context.
Review the program for errors. If necessary, run a PeopleCode trace to determine the program that failed. Alternatively, for functions defined within PeopleCode, check the function declaration to verify that they are correct.
STEPS
=========
1) Login as Manager.
2) Navigate to Main Menu -> Manager Self Service -> Time Management -> Report Time -> Mass Time
3) Submit the Mass time entry for the Employee.
4) Navigate to Pending Approvals page. Valid transaction is seen on pending approvals page.
5) Rerun mass time again for same date range and same Employee.
6) Navigate to Pending Approvals page. Blank row is seen in Pending approvals page.
7) Click on the blank entry.
