Symptoms
After upgrading to PeopleTools 8.60, Pay Cycle Row Level Security by Permission List returns an error when selecting the Pay Cycle name in Payment Selection Criteria and Pay Cycle Manager. However, Pay Cycle Row Level Security by User ID works fine.
This environment does not use Elastic Search.
Changes
Problem was caused after upgrading to PeopleTools 8.60
