Federal Need is 0 When Should Be > 0 and is not Updated by Batch Need Summary Validation; As a Result, Award Validation Cancels Federal Item Types with Edit 9111 (Doc ID 2939436.1)

Symptoms

On Assign Awards to Students, after manually adjusting one or or item types then clicking Validate, all Federal Item Types are canceled (reduced to 0) with edit 9111 - 'The student is fully packaged for this item type, and the award will be discarded.'

When reviewing need summary, the explanation for the unexpected result with validation is found to be due to the Federal Need is showing 0 when it should not be 0 - meaning, the Federal Cost of Attendance (COA) mins the Federal Estimated Family Contribution (EFC) is a result > 0. 

In these cases, the students are verified to have been processed by batch Need Summary validation prior to the attempted award adjustments, so it's expected Need Summary Validation should have corrected any need summary totals that were out of sync. It's also expected the Federal Need value should always accurately reflect the Federal COA minus the Federal EFC in the first place.

The issue can be reproduced at will with the following steps:

  1. Navigate to Financial Aid > Awards > Award Processing > Assign Awards to a Student > Student Aid Package.
  2. Complete any data entry and click 'Validate' button.
  3. Note that all Federal item types are reduced to 0 with a 'Message' link appearing on the right of the row on the award grid.
  4. Click the 'Message' link to verify the reason for the reduction/cancellation - edit 9111.
  5. Switch to the Need Summary tab on the component and note the Fed Need field shows 0 but the Fed Year COA minus the Prorated EFC is a value > 0.
