Symptoms
Student has two enrollments in SFP for the same program/plan in CS. No change of plan and nothing has been updated to the program/plan, but when a SAFI was pushed, enrollment ID
7101 Program Code yyy was created after enrollment ID 5980 Program Code xxxx
The issue can be reproduced at will with the following steps:
1. SAFI was pushed and a new enrollment ID was created
2. This triggers a repackage for both enrollments.
3. Student is packaged with NFFs for both programs.
