SFP: After Upgrading Tools From 8.56 To 8.60, Publishing Requests To SFP Using SCC_SFP Is No Longer Working (Doc ID 2940082.1)

Symptoms

A custom process that posts SAFI files to SFP from CS uses the service SCC_SFP.  Currently it is working under version of Tools 8.56.  After upgrading to Tools 8.60, the service is no longer publishing messages to SFP.  Process runs successfully in CS but are unable to see data/results on the SFP side. Settings are still the same.
