Award Validation Incorrectly Reduces Locked Pell1 Item Type to Zero with Edit 9254, When Previously Awarded Pell1 is Also Locked and Total Pell1 Awarded is Still Within the First 100% (Doc ID 2940784.1)

Symptoms

When awarding a locked Pell1 item type to a student already awarded a previous Pell1, also locked, the item type fails validation with edit 9254 - "Student has not been awarded Pell grant because their cumulative load exceeds 100%. Use an Additional Pell grant to award."

The validation edit is incorrect, and the item type should pass validation, because the two Pell1 amounts combined are still within the first 100% of Pell eligibility.

The issue can be reproduced at will with the following steps:

  1. On Financial Aid > Awards > Award Processing > Assign Awards to a Student > Student Aid Package, award a Pell1 item type for fall and spring for an amount substantially less than the full eligibility; for example, if the student would normally be eligible for 6895, award 4600, then validate and post.
  2. Award a second Pell1 item type for a new term - such as (trailing) summer - and for an amount less than the full term eligibility and that will leave student still under the 100% combined with the first Pell1 awarded in step 1; for example, if the same example student from step 1 would normally be eligible for 3447 in the term, award 500 for a total of 5100 between the two item types (and still 1795 less than the first 100% eligibility).
  3. Click Validate button, and note the second Pell1 item type is reduced to 0, and click the 'Message' link to see edit 9254.
