Symptoms
When the user attempts to add the "Completion of Program" action for a student and run the "Update Degree Process" for some students, the following error occurred:
The issue can be reproduced at will with the following steps:
1. Navigate to: Main Menu > Records and Enrollment > Career and Program Information > Student Program/Plan
2. Search on the Student Program/Plan
3. Add a new Effective Date row
4. Select "COMP" Program Action in the New Effective Date row
5. Navigate to "Student Degrees" tab, fill in Completion Term and Click on "Update Degrees" Button
6. Error Message Appeared
