EPY: Copy Prior Fiscal Year Budget (BUD006) is Not Bring Over the Expected Combination Codes for Deduction and Taxes (Doc ID 2942293.1)

When we copy prior fiscal year, the earnings tab has different amounts then deductions and taxes.
 
We expected the combination codes to be the same as earnings for deduction and taxes.

The issue can be reproduced with the following steps:
1. Department Budget Deduction and Taxes for previous FY as an override indicator set to "Y" - Set Up HCM>Product Related>Commitment Accounting>Budget Information>Department Budget Table USA
2. Run BUD006 for the next FY - Set Up HCM>Product Related>Commitment Accounting>Process Budgets>Copy Prior FY Budget
3. Verify the Department Budget Table for the new FY - Set Up HCM>Product Related>Commitment Accounting>Budget Information>Department Budget Table USA
