Fluid Requisition Web Suppliers Disappear When No Search Results are Returned After Searching for an Invalid Item ID (Doc ID 2942561.1)

On Fluid requisition when searching for any invalid item ID the web suppliers will disappear and only appear again after you search for a valid item id.

The issue can be reproduced at will with the following steps:
1. Navigate to eProcurement tile > Create Requisition tile and create a new requisition
2. In the search bar search for any invalid item ID like : 0000000000
3. Notice that all web suppliers are now gone and can't get them back.
4. Now search again for any valid item ID.
5. Web suppliers are showing now
