Delegation Transactions are not Revoking When More Than One Proxy is Selected for Delegation (Doc ID 2943121.1)

Symptoms

Delegation - Transactions not revoking when more than 1 proxy is set. When more than one proxy is set on a delegation request, if the delegation is revoked, transactions are not reassigning back to the original approver.

Steps:
1. Create Delegation requests for Expense, Requisition and User Forms with 2 proxies.
      Delegation dashboard > Create Delegation Request
2. Login using proxy accounts and accept the delegation request.
      Delegation dashboard > My Delegates
3. Create a Requisition and submit for approval
      eProcurement > Create Requisition
4. See the requisition is assigned to both the proxies.
5. Login as delegator and revoke delegation for requisition.
      Delegation dashboard > My Delegated Authorities
6. See the requisition is not assigned to original approver but is removed from approval list for one of the proxies and remains in queue for the other.
