Student is Being Assessed a Late Fee Despite Positive Service Indicator And Service Impact on the Students Record (Doc ID 2943259.1)

Symptoms

When running the Late Fee - Billing Process, there are some students who have a positive service indicator with a No late fee service impact of, yet the student is still being assessed the late fee.

The issue can be reproduced at will with the following steps:
1. Assign service indicator called 'PMT'.  When the service indicator is assigned, the service impact of 'LTF' is also updated on the students SI record.
2. Navigate: Student Financials --> Charges and Payments --> Late Fees --> Late Fees Processing - Billing and enter a new run control ID or use an existing one to enter the page.
3. Update the Run Control parameters as appropriate and review results after the process completes.
