Section 508: User audit findings, the group structure cannot be understood by assistive technology

On the Company Directory Search results the left-hand filter group structure cannot be understood by assistive technology—there are multiple groups with the same name.

For example, on the Company Directory Home screen (Tiles in Employee Self Service homepage Region Company Directory -> Run Search (test)), Can not navigate to groups, no instructions for user, there are two groups with the name State. Additionally, when activating the State: See more values link in the second group, the additional values appear in the first group

The issue can be reproduced at will with the following steps:
1. Employee Self Service homepage Region Company Directory -> Run Search
