The Design Form Wizard steps are displaying down the left side of the Fluid Form Designer page instead of the train displaying across the top as expected.

Steps to reproduce the issue:

     1. Add the Design Forms tile to the Employee Self Service homepage by selecting it on the Structure and Content (Navigation: PeopleTools > Portal > Structure and Content).
     2. Select the Design Forms tile on the Employee Self Service homepage.
     3. Enter a Form name and click Add.
     4. See the steps of the Wizard down the left side of the page.
