HCM 9.2: The Country Specific Sub Pages not Showing on Action Reason Page

Symptoms
When the Action Reason menu item is selected the main information shows on the page but the country specific sub panel does not appear on the page.
Steps to replicate the issue:
1. Set Up HCM > Product Related > Workforce Administration > Action Reasons
Notice: there is no Country Specific element on this page for e.g. for USA Country which means that nothing can be done to set the Benefits Status for an Action Reason.
