OPRDEFNDESC in PSOPRDEFN Is Not Updated When A Payee's Name is Modified (Doc ID 2944510.1)

Symptoms

When employee name is changed, it updates table ps_personal_data, but does not update field OPRDEFNDESC in PSOPRDEFN.

The issue can be reproduced at will with the following steps:
1. Navigate to Navigate to Workforce Administration > Personal Information > Modify a Person
2. Add a new effective dated row, change the name of the employee, Save it.
3. Navigate to People Tools > Security > User profile , search for the user profile of above payee. Observe that the Employee name is not modified.
