New Effective Dated Row For Name Saves with Prior Rows OPRID and LASTUPDTTM When Resaving Identical Name Data.

Campus Solutions 9.2
Users are able to save a new row in PS_NAMES with a new effective date. An unchanged name saves with the same values in LASTUPDDTTM and LASTUPDOPRID as the most recent saved row.
The issue can be reproduced at will with the following steps:
1. Open the page
Campus Community >Personal Information (Student) > Biographical (Student)>Names. (Demo Student AA0012 )
Open name history with "Include History" and view existing data for the preferred name type. Example student has an effective date of 1998 with a blank oprid and blank LASTUPDTTM
2. Click the plus sign on Name History to add a new row to preferred name. Allow the default name to populate in and
3. Click ok.
4. DO NOT CLICK SUBMIT.
5. Click SAVE.
6. Re open the page Campus Community >Personal Information (Student) > Biographical (Student)> Names - Name history with "Include History" and view existing data for the preferred name type.
See the new row with the identical preferred name, a new effective date and blank values in LASTUPDDTTM LASTUPDOPRID.
NOTE: If the orpid and lastupdttm were populated on your test student, those values would have been copied unto the newly saved row.
Pum 28 and <BUG 35137016> - HISTORICAL ROWS IN NAME TYPE HISTORY UPDATED WITH CURRENT DATE AND OPRID are installed.
The process Refresh Name Display (app engine NAME_DISPLAY) was run.
