E-PB: After Applying CS 9.20 PUM 26, Clicking on the PeopleBooks Help Link from a Student's Financial Record Page Returns a "404 We're sorry, the page you were looking for does not exist or is no longer available"

Symptoms
After opening a student's financial record page, clicking on the PeopleBooks help link returns the following error instead of the PeopleBooks help page.
Steps to replicate:
1. Log into PIA, navigate to, and open the Web Profile being used (PeopleTools > Web Profile > Web Profile Configuration).
2. Verify that the Help Link URL is as shown below.
https://www.oracle.com/pls/topic/lookup?id=%CONTEXT_ID%&ctx=pt858latest&ctx=cs92latest
3. Navigate to the student's financial aid record page ( Main Menu > Financial Aid > Federal Application Data > Correct 2022-2023 ISIR Records).
4. Open a student's record.
5. Click on the Help link, and observe the error above.
