Program Enrolment Event Does Not Automatically Sync To APT When A Course Is Dropped (Doc ID 2945833.1)

Symptoms

On : 9.2 version, Student Records Program Enrollment
 When using the Program Enrollment feature and dropping a class the class does not appear dropped everywhere.  The student still shows as enrolled in some places.

The issue can be reproduced at will with the following steps:
1. Open Records and Enrollment > Enroll Student > Enrollment Request  to create an enrollment request.

2. Select a student at the institution where program enrollment is enabled and create a new enrollment request to drop the student from an class they are currently enrolled in and process the enrollment request.

3.  Verify the student is still enrolled in the class when reviewing the Academic Program Tracker (APT)   Student Records > Program Enrollment > APT Enrollment.
