When attempting to MATR student using the Create Program Button the following error occurs:

The issue can be reproduced at will with the following steps:
1. Student Admissions > Application Maintenance > Maintain Applications.
2. Search emplid id.
3. Navigate to the Application Program Data tab , add new program data row, enter prog action of MATR and hit the “Create Program” button.
4. Error Occurs
