Symptoms
When attempting to run EBK_BANKLOAD process, it failed while loading file For Japan and the following error occurs.

Process 4664166 ABENDED at Step EBK_BANKLOAD.CSV.Step01 (PeopleCode) -- RC = 8
The issue can be reproduced at will with the following steps:
1. Go to Set Up Financials/Supply Chain > Common Definitions > Bank Branch File > Load External Bank File
2. Load the files for Country JPN (Japan)
