After Financial Aid Term Projections are Turned Off, Why Does a Term Previously Built as Projection Rebuild Online but not in Batch?

Goal
It's observed that Financial Aid Term (FA Term) records built as Projection - Term Source 'A' or 'P' - will not rebuild in batch after Projections are turned off, either by checking off the 'select' box for the term in the FA Term setup, or switching to running the batch processes in "Update Only" mode. However, such a record will rebuild if the process is run online by clicking the 'Build' button on the FA Term component.
For example, students who never enroll in a term remain at their projected FA Loads - 'F' or 'H' - after all subsequent batch runs; however, building such a student on-line will update the FA Load to 'N'. Why is this behavior different with the on-line process compared to batch, and is it working as designed?
