E-COB: SFPBCALC and All Other Remote Call Processes are Running Very Slowly, and Causing 100% CPU Utilization (Doc ID 2948778.1)

Symptoms

After upgrading to PeopleTools (PT) 8.59.15 and migrating to Visual Cobol, all remote call process such as SFPBCALC run very slowly. They are stuck in a "Processing" status for hours in the Process Monitor, and cause 100% CPU utilization. Before the upgrade, it would normally take 5 minutes for the program to complete.

Sample replication
------------------

1. Run any remote call cobol program. For this particular scenario, it's the Campus Solution SFPBCALC process.
2. Go to Process Monitor (Navigation: PeopleTools > Process Scheduler > Process Monitor), and observe that the program is running, but is stuck in a "Processing" status.
3. Go to the PS_HOME/appserv/<dbname>/prcs/LOGS directory and observe that a trace file is getting created for the given process instance.
4. Click on Windows Task Manager, and notice that CPU utilization is at 100%.
