Symptoms
Confusing/misleading message pops up when trying to exit from an unmodified PAR in Personnel Actions USF Page.
Steps to reproduce the issue:

1. Workforce administrator Homepage > Personnel Actions USF tile
2. Choose any employee > Do not make any changes > just click EXIT button in top left hand corner
