Not Able To Open/download Attachments In Search/Manage Job Opening Page (Doc ID 2950107.1)

Symptoms

Not able to open/download attachments in Search / Manage Job opening - Recruitment

Steps to reproduce the issue:
-------------------------------------
1) Go to Main menu > Recruiting > Search job opening > Clone this Job opening id
2) And go back to search job opening page and search for the first job opening id
3) Click on job opening then click on save and submit button.
4) After submitting, go back to search job opening id and search for the other two job openings, click save and submit for below job id’s. the status would pending approval.
5) Now, go back to first job opening id that is cloned and delete one of the attachments under “Activity and Attachments”
6) Now, go to other job opening id’s attachments and try to click on the file nothing happens, the file is missing in PS_HRS_ATTACHMENTS as well
