HR Notification: Long Length Attachments File Names Are Not Showing (Doc ID 2952040.1)

Symptoms

When adding an attachment to the HR notification page the Attachment section will show on the page and it will list the name of the file.

However, when the name of the file attached is a long one, the page looks like is loading the file but nothing happens.
The Attachment section is not shown on the page, not even an error message to alert the user that the name of the file is too long.

Steps to replicate the issue:
1. Set Up HCM > Common Definitions > HR Notification > HR Notification > HR Notification
Added an attachment with a short name and it is displayed on the page.
 
2. Added an attachment with a long name: e.g.: delegation_remains_inactive_9290665adzdadzadazdzadazdzadazdazdazd.rtf
The system will load the attachment but NO attachment is available at the bottom of the page.
