Symptoms
When retrieving an OAuth2 access token on the "Retrieve OAuth2 Access Token" page, users receive the following error.
ERROR

AADSTS700016: Application with identifier 'xxx' was not found in the directory 'xxx'
The issue can be reproduced at will with the following steps:
1. Log into PIA, and navigate to PeopleTools > Security > OAuth2 Administration > Retrieve OAuth2 Access Token.
2. Click on "Access Token".
3. Sign into Microsoft Azure.
4. Observe the above error.
