Unable to discover PeopleSoft targets on OEM CC 13cR5 (Oracle Enterprise Manager Cloud Control 13c Release 5).

STEPS
-----------------------
1. Go to the Enterprise Manager Console
2. See Enterprise | Targets | Favorites | History
3. Choose Targets from menu
4. Choose PeopleSoft
5. Click the Add Targets button
6. Check all of the targets available.
7. Add PeopleSoft Targets: Discovery Inputs

PS_HOME/PS_CFG_HOME
PS Application Server Domain
PS Process Scheduler Domain
PS Search Server Domain
PS PIA and PS Web Site

Choose Host: xxxxxx
Discovery Path: <PS_CONFIG_HOME>
Crawl Depth: 2

8. Click Next

Credential: Named
Credential Name: give the PeopleSoft credentials

9. Click Next

We see the following .....

PeopleSoft Targets: Discovery Results
Back Step 3 of 6 Next Cancel
Here are the newly discovered peoplesoft targets.
***this is empty***

The following PS_HOMEs were now discovered
PS_HOME

The following PS_CFG_HOMEs were discovered
PS_CFG_HOME
