Delegation Acceptance Email Link Is Giving Not Authorized Error When Link Points To IHUB

Symptoms
Delegations have been configured so that the email link for proxies points to the Interaction Hub/Portal. When they click that link, they receive an authorization error.
If they log in and manually go to Delegations tile or Approvals tile, they can still accept the delgations normally.
The issue can be reproduced at will with the following steps:
1. Manager navigates to the Delegations tile and submits a delegation request.
2. Proxy clicks the link in the email and signs in. They immediately get the error.
