When updating the student's term activation page for a program that uses Term Progression to determine the Academic Level at the beginning of the term, the code on the page is not following the values that are  set up in the level load rules.


The issue can be reproduced at will with the following steps:
1. Set up Academic Level Load rules with Term Progression
2. Term activate student
3. Note that the academic level is not correct.
