EPY: Tax Status Field not Editable for New State When COLORADO Row was Deleted in Correction Mode

Symptoms
When attempting to add new row in state tax data, the following error occurs.
ERROR
-----------------------
"Highlighted fields are required. (15,30)
Enter data into the highlighted fields"
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Existing State Tax Data (State CO) having Special With holding Status as "Maintain Taxable Gross" and Tax status 'X'
2. Add new row change the State to IL the the Tax Status becomes UNDEFINED and blank when saved.
