EPY: When Adding a New Row in State Tax Data, the Tax Status Field is Non-Editable for Colorado and Throws Error:"Highlighted fields are required. (15,30)" (Doc ID 2953031.1)

When attempting to add new row in state tax data, the following error occurs.

"Highlighted fields are required. (15,30)
Enter data into the highlighted fields"


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Existing State Tax Data (State CO) having Special With holding Status as "Maintain Taxable Gross" and Tax status 'X'
2. Add new row change the State to IL the the Tax Status becomes UNDEFINED and blank when saved.


When user is changing the Tax state of any employee from Colorado to any other state while in correct history mode for all rows after 01-Jan-2022.
They are getting an error saying " HIGHLIGHTED FILED REQUIRED"
Reason: Should not be using correction mode.

Correction mode is not recommended for making changes in employee tax data. it creates people code issues.
