E-CLOUD: Import a PIA Tier only to Cloud Manager Gave Error JSONObject["db_name"] Not Found (Doc ID 2953351.1)

Symptoms

When attempting to import an environment with web server only tier, the following error occurs in import step and logged in psp.log file:

Replication steps
-----------------------
The issue can be reproduced at will with the following steps:
1. Import ADB-S - Successfully imported.
2. Import midtier which has application server - Successfully imported.
3. Import midtier which has only web server - Fails with db_name not found.
